High Schools: Section 504 of the 康复 Act of 1973 requires school 区 to provide FAPE to students with a 残疾 in their 管辖范围内. The district is 要求 by law to identify the 学生的 教育 needs and to provide related aids and 服务 to meet those needs.

大学: 大学 are not 要求 to provide FAPE. They are 要求 to provide the 适当的 学术 调整 to ensure equal access to 教育.

High School: The 适用的 law is the 个人 with 残疾 教育 Act (IDEA) which is about student success.

大学: The 适用的 law is the 美国人 with 残疾的人 Act (ADA) which is about 提供 equal access.

High Schools: An 个人 教育 Plan (IEP) or 504 plan is used to 确定 学术 住宿. The school district provides the 评价 at no cost. The 文档 focuses on 确定 whether or not a student is eligible for 服务 based on specific 类别 in IDEA.

大学: The IEP and 504 plan are 通常 not 足够的 forms of 文档. The 评价 Team Report (ETR) is the most helpful for those 过渡 from high school to BW. 文档 的指导方针 are 不同的 and specify 信息 needed for specific 残疾 类别. 学生 may obtain an 评价 at their expense. 文档 must provide OAE with 信息 on the 功能 限制 and 演示 the need for the 合理的 住宿(s) 要求.

High Schools: Parents have access to student 记录, can contact 老师 for progress or grades, can 提倡 for the student and 参与 in the 住宿 process.

大学: The parent does not have access to student records without the 学生的 written consent per the Federal 教育 Rights and Privacy Act (FERPA). The student becomes a self-提倡 and 参与 in the 住宿 process. In 另外, parents may not contact faculty for 信息 about the 学生的 progress in the course or grades.

High Schools: A plan is 制定 for the student. Teachers receive a copy so they have a thorough 理解 of the 残疾 and 住宿. A yearly meeting is 要求 of 老师 and 通常 an 辅助 service person to discuss progress and set goals.

大学: 教练 receive an emailed Letter of 住宿 (LOA) which outlines 学术 住宿 the student needs to have equal access. Faculty does not have access to specific 诊断 data unless 提供 by the student. The student is 负责任的 for meeting with OAE and 教练 to discuss any areas of concern.

High Schools: The IEP or 504 plan may include 修改 to test format, 无限的 test time and grading. Testing in high school is often 频繁, covering small amounts of material and 老师 provide students with 提醒 of 赋值 due dates.

大学: 无限的 test time and 修改 to test format are not 合理的 住宿. 住宿 on how tests are 管理 (e.g., 合理的 extended test time and a reduced 分散注意力 testing 环境) are 可用 when 支持 by 文档.

High Schools: Teachers may make 修改 to the 课程 and alter the pace and due dates of 作业.

Self-Disclose

You need to 披露 your 残疾 to OAE by sending an email to 残疾@sceduc.net. Under the ADA and the 康复 Act, people with 残疾的人 have a right to equal 教育 机会. By law, a student is not a person with a 残疾 until he/she chooses to identify as such and request 保护 from 歧视. If a student does not 披露 a 残疾 and follow the process, he/she is 负责任的 for the 学术 outcome.

Attend a Student Welcome Meeting

Upon receipt of the 应用程序 and 文档, OAE will 时间表 a student welcome meeting. The purpose of the student welcome meeting is to discuss the impact, nature and 功能 限制 of the 残疾 and to 确定 which, if any, 学术 住宿 are 合理的 and 适当的. 适当的 住宿 are 确定 on an 个人, 个案 basis.

学生 with 记录 残疾的人 who are eligible for 适应 testing may request to have tests 普洛克特 in the 适应 testing room in Ritter Library. 住宿 for testing may include extended time, use of a word 处理器 for written exams, a scribe, a reader or a reduced 分散注意力 test 环境. Not all students are eligible for all of these 住宿 and they are 确定 on an 个人, 个案 basis as dictated by the 文档.

学生 who wish to have tests 适应 in the 适应 testing room should submit their request in the time frame 概述了 in their LOA. The link to submit their request is emailed to students with their username and password. This link also is 可用 on the OAE Canvas site. Note: Same day 请求 for 适应 testing will not be 批准, and a private testing room cannot be 保证.

Upon 提交 of the 适应 testing request, student and faculty will 自动 receive an email 确认. The OAE will approve the request, as long as it meets the 适应 testing 参数. Last, faculty will 完整的 an online testing 合同, which provides the OAE with 普洛克特 信息, test receipt and test return.

With 适当的 notice, books will be made 可用 in 备用 format for students whose 文档 of 残疾 supports the need for 备用 format. BW offers two ways to obtain 备用 book formats:

1. Bookshare is a free service 提供 to students with visual and learning 残疾的人 whose 文档 supports the need for 替代 text formats. 学生 need to 完整的 the Bookshare 应用程序 and submit it to the OAE. The OAE will add the student to BW's 机构 account and submit the 应用程序 to Bookshare. Bookshare will send the student an email with their username and password. 学生 can then search for their 教科书. It is strongly 推荐 that students have their book list, ISBN number, edition and the author's first and last name before they search. Bookshare also provides a free reader students can download.
2. If your books are not 可用 on Bookshare, please submit an 替代 text request through the OAE online system.

学生 with 残疾的人 who need 援助 with daily living 活动 or nursing care within a 住宅 setting should retain the 服务 of a personal care 服务员 (PCA). A PCA provides personal care or 援助 in daily living 活动, such as 酱, 转移 to and from a 轮椅, feeding, personal hygiene and 导航 the campus. PCA 服务 may 促进 higher levels of 独立的 access and 参与 in BW 欧博allbet, 服务 and 活动. BW does not provide, 协调 or assume 金融 责任 for PCA 服务.

The 服务 of a PCA can play an 重要的 role in a 学生的 quality of life. The 选择 of the right agency or 个人 and ongoing 有效的 沟通 with the PCA is critical for a 成功的 经验. 学生 who require PCA 服务 must make 安排 to secure a PCA and must follow the 政策, 程序 and 的指导方针 below:

Student 责任

• Follow all 适用的 BW 政策, rules, 规定 and 程序.
• If the student wishes to reside in 大学 Housing, the student should follow the 可访问的 housing process and provide 文档 that supports the medical 必要性 of a PCA.
• Secure an 机构 or private, 认证 PCA before 参加 any 大学 activity (i.e., 放置 testing, 招生, class 出席). BW will not be 负责任的 for 提供 a PCA on an interim basis.
• Provide 文档 that the PCA is 合格的 to perform the 服务.
• Ensure that the PCA 寄存器 with the OAE, the 部门 of safety and 安全, 住宅 life and health 服务.
• Provide a copy of the contract between the student and the agency or PCA to the OAE.
• Ensure any PCA 人员 changes are 注册 with the OAE, the 部门 of safety and 安全, 住宅 life and health 服务.
• Direct the 活动 of the PCA while at BW. The student is solely 负责任的 for ensuring the PCA is 充实的 his/her 责任 for the 学生的 care. BW will not assume 责任 for the PCA or his/her failure to fulfill the 简约 责任.
• Develop an 替代 plan of action should the 定期 assigned PCA not be 可用 to work.
• Pay for all PCA 服务, 包括 but not limited to housing and meal plans if living off campus.
• 学生 are 鼓励, but not 必需的, to select a PCA of the same gender if the PCA will be 协助 a student with bathing or 个人卫生 in a 住宅 hall or shared or public area 卫生间.

PCA Role in Campus Life

• The PCA 协助 a student on campus is 要求 to follow all 适用的 BW 政策, rules, 规定 and 程序.
• The PCA may assist the student before and after class as needed but should wait outside the 教室 unless 援助 during class is deemed 适当的 or 必要的 and 批准 by the OAE.
• It is 一般 不合适的 for the PCA to have contact with or ask 问题 of faculty, staff or others on behalf of the student. It is not within the scope of the PCA's 责任 to be involved in the 学生的 学术 life on campus.
• The PCA should respect the dignity and privacy of the student and refrain from 讨论 保密 信息 about the student with faculty, staff or other students.
• The PCA is only allowed to access the 学生的 住宅 hall while the student is in 住宅.
• If the PCA 违反了 BW 政策, rules, 规定 or 程序, the OAE may 确定 that the PCA may no longer assist the student on BW's campus. If this occurs, it is the 学生的 责任 to secure the 服务 of another PCA.

临时 障碍

The OAE provides 合理的 援助 to students with 临时 障碍 such as injuries or acute 疾病 which may require 临时 教室 support. 根据 to the 美国人 with 残疾的人 修正案 Act of 2008, 临时 障碍 are not 被认为是 a 残疾 as they do not rise to this level as 概述了 by the ADA due to the duration (一般 six months or less) of symptoms or 功能 限制.

Jacket Access Van

The 采购 Motor Pool 部门 provides limited 运输 服务 for students 注册 with the Office of 可访问的 教育 (OAE) that have motor 限制 or other 条件 that 显著 affect their ability to travel around campus during extreme weather 条件. 运输 服务 are only 可用 to students with chronic 障碍. 学生 with 临时 损伤/条件 are not eligible for 运输.

Request a Letter of 住宿 (LOA) at the 开始 of each term so you can begin 利用 your 住宿 early. The LOA is sent on your behalf as a student with a 残疾 who may need 住宿 in order to have equal access. It is sent because you have a 潜在的 need for 住宿. Even after 住宿 have been 批准 based on a careful review of your 残疾 file, you can choose not to use the 住宿(s). Because BW cannot force you to use 住宿、 the 责任 for 请求 the LOA is placed in your hands. 教授 will not grant you any 学术 住宿 without your LOA. To ensure your LOA is 收到, it is emailed to you and the faculty.

时间表 a private meeting with your course 教练 to discuss your LOA 详细说明 the 批准 住宿 for the 学期. The meeting should take place in a private setting to 维护 保密. Be clear and factual. Note: You are not 要求 to 披露 or discuss the 细节 of your 残疾. It is your 决定 whether you want the 教授 to know your 诊断.

Address the specific 安排 of your 批准 住宿、 for example:

• If you receive extended time on quizzes and 考试, discuss how the 调度 will be handled. Will you take the exam with the class or in the 适应 Testing Room?
• If you have a class 立即 after, will you need to 确定 an 替代 time to take the test?
• If you will take your quizzes and 考试 in the 适应 Testing Room, discuss the process for 调度 your tests.
• If you will be 记录 讲座, provide the 教授 with a signed copy of the 记录 协议 form.
• If you need a 志愿者 网虫, discuss how you would like to receive the notes and how you will provide paper.
• If you receive 优惠 seating, where do you prefer to sit and how will the seat be reserved?

If you DO NOT 时间表 a 会议上, it will be assumed that you have chosen NOT to utilize your 住宿 for the term. Your 发展 as a student is very 重要的 to BW's 的任务, vision, 政策, 实践 and 程序. It is in your best 感兴趣 to learn 维护自己的权利 in how to 肩膀 the 责任 of 管理 your own 住宿 needs. It will be a 终身 挑战 to 提倡 and support your own success.

合格的 students with 残疾的人 have the right to an equal 机会 to 参与 in 欧博allbet offered at BW. 学生 who choose to exercise these rights have the 责任 to initiate and 参与 in the 住宿 process. 认识到 this, 学生:

1. Have a 责任 to 自我鉴定 as needing 住宿 in a timely fashion. The student must provide 文档 from an 适当的 licensed 专业.
2. Have a 责任 to document how their 残疾 affects a 特定的 delivery system, 教学 method or 评价 criteria when 请求 住宿.
3. Have a 责任 to 积极 参与 in the search for 住宿 and 辅助 aids.
4. Have the 责任 of 提交 a request for LOAs and 调度 meetings with 教练 to discuss 批准 住宿.
5. Have the 责任 to 沟通 to 教授 their 个人 needs and work with them on methods of 住宿.
6. Have the 责任 to 时间表 普洛克特 exams in a timely manner.
7. Have the same 义务 as any student to meet and 维护 the 机构的 学术 and 技术 标准.
8. Have a right to be 评估 based on their 能力, not their 残疾. If their 残疾 affects the outcome of an 评价 method, they are 题为 to an 评价 by 备用 means.
9. Are 题为 to an equal 机会 to learn. If the 的位置, delivery system or 教学 方法 limits their access, 参与 or ability to benefit, they have a right to 合理的 调整, to be 确定 by 大学 官员, in those aspects of the course or program to 适应 their 残疾.
10. Are 题为 to an equal 机会 to 参与 in all aspects of the 学术 社区 at a 类似的 level that is 提供 to any student.
11. Have a right to appeal 决定 有关 住宿.

Under the 美国人 with 残疾的人 Act (1990) and Section 504 of the 康复 Act (1973), a person has a 残疾 if he or she has a physical or mental 障碍 that 大幅 limits one or more of his/her major life 活动 (e.g. walking, 站着, seeing, 来说, hearing, 呼吸, 学习, working or taking care of 自己), has a record of such an 障碍, or is regarded as having such an 障碍. Once admitted to BW, students may choose whether or not to 披露 a 残疾. However, students with 残疾的人 will not receive 住宿 unless they 披露 their 残疾 to the OAE, make a formal request for 住宿 (应用程序, 文档 and student welcome meeting) and follow the 大学 程序 for 获得 住宿.

Baldwin Wallace 大学 has a right to 维护 学术 标准, 完整性 and freedom. This includes 确定 基本 需求 of courses and 欧博allbet, 维护 and 执行 conduct codes. 基本 需求 include:

• 学术 需求 that are 至关重要的 to 欧博allbet and 指令 (e.g. 拼写 for teacher 教育, math for 工程 majors).
• 住宿 should not 从根本上 alter 教育 欧博allbet or 妥协 学术 标准.

Baldwin Wallace 大学 has a 责任 of 提供 the 后 to a 合格的 student with a 残疾:

• Equal access to 教育 欧博allbet, 服务, 设施 and 活动
• 合理的 住宿、 学术 调整 and/or 辅助 aids and 服务
• Written policies and 程序.

Below are some 建议 on how families can help their student with the 过渡 to 大学 life.

1. Upon 欧博allbet to BW, 鼓励 your student to follow the steps for “应用 for 住宿” 概述了 above.
2. Once your student receives the email from the OAE to 时间表 the Student Welcome Meeting, 鼓励 him/her to 时间表 it as soon as possible. Welcome Meetings for incoming students occur 开始 in August. During the Student Welcome Meeting, your student will meet with the 可访问的 教育 协调员 to discuss the 功能 限制 of his/her 残疾 and any 适当的 住宿. Your student will also learn how to access 可用 资源. 3. Once 住宿 have been 批准, it is your 学生的 责任 to utilize the 服务 and follow 必要的 流程, policies and 程序.
4. Due to FERPA 规定, BW faculty and staff cannot answer 问题 about your 学生的 course progress or grades. You should 制定 a plan with your student for 沟通 course progress and grade 信息 to you 在 the 学期.
5. 鼓励 your student to be an active 参与者 in his/her 教育 经验. This requires that your student is both 负责任的 and 负责任的. You can foster 独立 and 责任 by 鼓励 your student to:
   1. Check his/her BW email account 2-3 times each day. Most 通信 from the 大学, faculty and staff will go to BW email.
   2. Respond to email in a timely manner. Since email is the primary form of 沟通, students need to develop a habit of 沟通 电子. It is helpful if those 通信 include the 学生的 first and last name, BW ID number, a greeting or 称呼 and spell check.
   3. 时间表 meetings with his/her 教授 to discuss 问题 about 作业, 困难 with course content or 担忧 about his/her progress in the course.
   4. 时间表 meetings with his/her 学术 顾问(s) each 学期. 学生 need to meet with their 学术 advisor to be released for 登记 and to discuss dropping classes, if needed.
   5. Become familiar with and utilize campus 资源. If your student is upset or having 学术 困难, advise that he/she seek out 资源 on campus, 包括 faculty, 学术 顾问, the Office of 可访问的 教育, 咨询 服务, the 学习 Center, 住宅 Life, 登记 & Records or Dean of 学生.
   6. Maintain contact with the oAE 在 the 学术 year. This includes 后 流程, policies and 程序. Review the Student Handbook to be aware of and comply with 大学 政策, 实践 and 程序. It is also helpful in 理解 BW 社区 and 大学 culture.
   7. Become a self-提倡 欧博allbet his/her 残疾. 学生 need to be aware of their 残疾 and their 功能 限制 and then develop 适当的 coping 策略.
   8. Continue taking 药物 as 规定. Many students suddenly stop their 药物 which can 消极的 impact their 物理、 mental health and 学术 success.

6. If your student is a 通勤者, 鼓励 him/her to stay on campus instead of 返回 home between classes. This will help him/her become part of the BW 社区 and provide an 机会 to seek helpful 资源.
